Manager, Budget


PenFed is hiring a Manager, Budget at our headquarters in McLean, Virginia.  The primary purpose of this job is to be responsible for compiling, analyzing, and reporting on the corporate budget plan. This role will develop and maintain budgeting systems updates to the Hyperion Planning system, QRM, and the PeopleSoft GL system.  Additionally, this role will also assist in the management and coordination of the budget planning and accounting requirements with managers across the organization.

  • Manage the annual budget function and the periodic operating expense updates to the credit union’s forecasting process using the Hyperion Planning system. Track performance against budgeted and forecasted goals.
  • Monitor actual performance against budget and forecasts at the Executive, department, product, and cost center levels, as required.
  • Interact with product line managers to develop and enhance effective new business forecasting methodologies based on the credit union’s business strategy. Monitor task assignments to ensure scheduled performance, within intended scope and to a defined level of quality.
  • Manage the ongoing roll out design, development, and implementation of a comprehensive corporate-wide budget compilation and ongoing variance measurement process using the Hyperion Planning system. 
  • Coordinate longer-term development of the Hyperion Planning system by incorporating further enhancements such as workforce planning, project planning, and profitability measurement.
  • Maintain an effective product profitability measurement process, including new product development, subsidiary businesses modeling, and affinity group relationship modeling.
  • Develop robust executive summary level through detailed general ledger and cost center reporting capabilities. Lead presentation of results to Senior Management.
  • Provide subject-matter expertise on related budgeting, forecasting and planning processes, maintain policies and requirements in support of functional area process design, testing and implementation. Maintain a good working knowledge of relevant accounting standards and policies for financial budgets are prepared and maintained in accordance with US Generally Accepted Accounting Principles (GAAP).
  • Coordinate with other team members to assure consistency and optimization of overall work product.
  • Lead departmental projects as requested by Senior Management and perform other related duties as assigned.
  • Assist with maintaining PenFed’s compliance with all applicable federal, state and local laws, regulations and ordinances by abiding by PenFed compliance program and all policies, procedures, rules and regulations.

*This role is responsible for ensuring business continuity.*

Education and Experience

Equivalent combination of education and experience is considered.

  • Advanced Degree in finance, economics, or another related discipline and experience that provides the necessary skills and knowledge to satisfactorily perform the essential job functions.  MBA/CFA professional certification preferred.
  • Minimum of seven (7) years of progressively responsible work experience in a financial institution in a budgeting and/or forecasting capacity. 
  • Minimum of three (3) years’ experience using Hyperion Planning system including experience using Smartview, Essbase, and Financial Reports.
  • Ability to manage multiple projects simultaneously, implement rapid changes in project direction, and meet assigned deadlines.
  • Ability to condense highly detailed subject matter into clear and effective communications to Senior Management.

Supervisory Responsibility

This position will not supervise employees. 

Licenses and Certifications

  • There are no additional certifications required.

Work Environment

While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.

*Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds.*


Ability to travel to various worksites and be on-call may be required.
