Senior Manager, Planning and Delivery Finance Transformation


PenFed is hiring a Senior Manager, Planning and Delivery Finance Transformation at our headquarters in McLean, Virginia. The primary purpose of this job is to lead the department’s change management efforts and oversee delivery of projects within the Finance Transformation group. This position will build and maintain working relationship with Finance team members, external vendors, and other departments that initiate change activities and are involved, as stakeholders, in Finance-related projects. Additionally, this position will also develop and maintain a Finance-facing change management solution that will coordinate the execution of the CFO’s agenda, establish project management and reporting protocols, develop project budgets, coordinate on operational impact analysis, and oversee the delivery of business requirements and user acceptance testing.

  • Change management
    • Develop and maintain sound change management policies and procedures
  • Establish project governance
    • Define workflows for decision making and oversight - by identifying associated processes, roles and responsibilities.
    • Define format, frequency and participants of periodic and ad hoc Program communications (e.g. Team meetings, Stakeholder meetings, Steering Committee meetings etc.)
  •  Vendor Management
    • Contract finalization – Assist PenFed in discussions and reviews related to finalization of contract with product vendors
    • Perform ongoing schedule and vendor deliverables management
    • Escalate any concerns/issues about vendor performance to PenFed management
  •  Stakeholder Management
    • Communication – Establish and execute a comprehensive communication plan to manage communications amongst various stakeholders within the organization
    • Ensure alignment of understanding through Business Requirement Document among stakeholder groups regarding scope, requirements, expected deliverables, and milestones.
    • Create and distribute periodic status reports, dash boards and steering committee presentations, as necessary
    • Coordinate with stakeholders at all PenFed geographical locations.
    • Work efficiently and effectively with multiple internal and external stakeholders to define project objectives, create project plans, secure resources and oversee quality control throughout the entire project. 
  • Schedule Management:
    •  Define and baseline schedules for various projects/releases under the Program, by collaborating with IT project management and Vendor project management.
    • Monitor and control the execution according to the schedule, especially the timelines and deliverables associated with the Finance Transformation and other business stakeholders.
    • Draft Legacy System and Business Process Retirement strategy by closely working with the IT team; create, maintain and monitor a detailed transition plan
  • Requirements and Quality Assurance Management
    • Establish standards, tools and processes for managing the requirements lifecycle as well as user acceptance testing
    • Provide guidance to business analysts and testers on the team, in activities such as requirements analysis and documentation, business rules analysis and configuration, user acceptance strategy and execution
  • Risk and Issue Management
    • Define and implement a strong risk and issue management process and associated tools
    • Proactively identify current and emerging risks and issues by regularly communicating with various team members; discuss risks and issues at appropriate forums to pursue mitigations and resolutions as necessary
    • Escalate appropriate risks and issues to PenFed senior management and Steering committee
  • Contribute to the overall business architecture and vision.
  • Communicate with auditors and other internal / external oversight groups as necessary; coordinate review and remediation activities.
  • Provide project management leadership to project/program teams by defining and managing issues and risks, defining scope, and identify tasks necessary to complete assigned work.
  • Responsible for planning, coordinating and ensuring successful delivery of projects according to the specifications, resources and deadlines assigned while keeping the project within budget.  .
  • Document requirements, constraints, and assumptions with stakeholders in order to establish the project deliverables.
  • Lead estimation and planning activities in advance of project start for projects appropriate to level of experience and responsibility.
  • Identify and implement actions to improve overall team performance and build a positive, team-oriented culture.

*This role is responsible for ensuring business continuity.*

Education and Experience

Equivalent combination of education and experience is considered.

  • Bachelor’s Degree in economics, finance, statistics or related field required.
  • Minimum of five (5) years’ of Financial Services experience required.
  • Minimum of seven (7) years’ of experience in Project Management is required specifically managing the implementation of COTS products.
  • Strong MS Office skills including Word, Excel, Project and PowerPoint
  • Agile experience is highly desired.

Supervisory Responsibility

This position may have supervision responsibility.

Licenses and Certifications

  • PMO Certification is highly desired.

Work Environment

While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.

*Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds.*


Ability to travel to various worksites and be on-call may be required.
